“Security and Justice Sector Reform Training Needs Analysis” published by the International Security Sector Advisory Team in Geneva, Switzerland, 2011.  This is an excellent manual on how to conduct a professional Training Needs Analysis for international public security and justice sector training and assistance projects.  It is filled with practical methodology and real-world anecdotes.  This should be in every international public security assistance library.  Link.   ISSAT Training Needs Analysis

“Improving Employee Performance: A Basic Model for Managers” by Gerald L. DeSalvo, 2018.  This document provides an overview of a basic performance improvement model and can be used in conjunction with the training needs analysis and course development phases of a systematic approach to training.                   Link.  Improving Employee Performance

“Manual on Training Needs Assessment” published by the Japan Ministry of Interior and the Japan International Cooperation Agency, undated, for an international assistance project in Cambodia.  The manual provides an excellent and concise guide for conducting a Training Needs Assessment for an international assistance project and would be useful for international police assistance professionals.  Link.   Training Needs Assessment

“DG ECHO Security Training Manual: Trainers’ Guide” by Emma Jowett, 2006.  Published by the European Commission.  This manual provides an excellent guide for the development of a security training program in a developing country.  Link.   EU Training Manual

“Developing Curricula Based on Occupational Standards: An Operational Guide”.   Published by the Government of Jordan’s, Centre of Accreditation and Quality Assurance (CAQA), 2015.  This is an excellent manual that provides guidance on the development of training using the DACUM process to provide a job analysis foundation for a competency-based training curriculum.  This would be especially useful reference material for international training projects.  LinkDACUM Process

“Train the Trainers Toolkit: Helping Others to Facilitate Learning in the Workplace – A Practical Guide”. Published by NHS Education for Scotland, 2012.  This is an outstanding tool for developing a Train-the-Trainer course.  Covers a wide variety of topics from adult learning theory to course development and delivery.  An excellent resource for international training projects.  Link. “FLETA Procedures and Standards”.  Published by the U.S. Federal Law Enforcement Training Accreditation Board, 2018 Revision.  This 66-page manual describes the Federal Law Enforcement Training Accreditation process and standards.  It would be a very resource for international police training and assistance professionals.  Link.   FLETA Procedures & Standards-2018

“Training Evaluation Field Guide Demonstrating the Value of Training at Every Level”.  Published by the U.S. Office of Personnel Management, 2011.  This is an excellent 132-page field guide on the evaluation of training programs.  It would be very useful for international training development projects.  Link.   OPM Field Training Eval Guide

“Instructor Development Training Program”.  Published by the Idaho Peace Officer Standards and Training Department, 2008.  This is an excellent 210-page copy of the student manual used for the State’s police officer instructor development training course.  It is a particularly good comprehensive resource for international police training professionals tasked with developing local instructors.  LinkIDAHO P.O.S.T.
